Senator Chapman moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:
Eng. House Bill 3344—A Bill to amend the Code of West Virginia, 1931, as amended, by adding a new article, designated §16-67-1, §16-67-2, §16-67-3, §16-67-4, §16-67-5, §16-67-6, and §16-67-7, relating to the establishment of a grant program to fund the United States Food and Drug Administration’s drug development trials with ibogaine; establishing a grant program; providing for the preparation and notice of funding opportunity; setting forth application requirements; providing requirements for the creation of a selection committee; requiring the submission of an investigational new drug application with the United States Food and Drug Administration; requesting a breakthrough therapy designation for ibogaine from the United States Food and Drug Administration; establishing drug development trial sites; conducting drug development trials; requiring selection of an institutional review board; and providing for funding.
